Short answer is...it is NOT a good idea to send in payments or documents before NVC is ready to accept them...however, you can anticipate, have everything ready to go,

and as soon as you know it's time, you can send things in without waiting for them to physically mail you packages and fee bills.

The question you answered was, "where is the DS-230, and how do I fill it in?".

I'm just pointing this out because,

1. it's really good to have helpful people such as yourself

2. it appears that you'll be around for a short while, at least

3. it's important that we (myself included) try to be as accurate as we can in answering questions that will affect other people's lives

4. If the OP assumed that by your response you were implying, "go ahead, send in the form" it could cause delays in their case.

It's not a good idea to jump ahead of the process. It IS a good idea to be ready for every process.

Once you've paid your IV Fee bill, you can download and submit the DS-230 without waiting for them to send the package.
