Do I have to fill out an I130 for the parents of my wife? What is the route to bring them here. Is it easier for them to open a Visa in there country? My parents want to open a Visa for her parents. Is this possible? My spouses paperwork is in VSC currently. I'm a natural born USC.

Are you wanting to apply for an immigrant visa for your MIL and FIL? Only a USC can file for parents, so they would have to wait until your wife became a USC and then she would file the I-130 for them.

I am a USC, could they just open a visa to come here as tourist or any other way? I just want to know if its best for them to open Visa up there or somebody open visa for them here? Is it complicated for couples/parents to come here from Ukraine? From what I understand its complicated for old people to come here from Ukraine or Russia. I wish someone knew what was best. Thank you!

If it is a tourist visa then they need to apply for it. You cannot apply for it for them.

They are going to have to prove to the CO that they have no intent on immigrating. It will be up to the discretion of the CO whether to grant the visas or not.

They could apply for a tourist visa on their own.

Otherwise, for an immigrant visa, your wife HAS to be the USC to apply.
