is that a euphenism for immigration status?

does that mean my fiance wasn't in the system yet?

we went just under 2 weeks from his date of arrival.

Sounds like someone screwed up and sent you the wrong notice. If you are a U.S. born citizen they have to verify the age document when you are applying for an original SSN or changing the date of birth on your SSN record. Could be that SAVE has his date of birth listed incorrectly and the person decided to use the age verification notice instead of the immigration status verification notice they were supposed to use.
