We've been waiting for a while too (maybe it seems like a while cause I'm impatient)... Sent off Packet 3 in July and still have not received Packet 4. (i'm in Canada). I emailed the embassy in Montreal and they got back to me on Aug 8 saying:

We did receive it and you are on a waiting list to be scheduled. You will be advised by mail once your appointment has been booked.

Yes P4 has the interview date noted on the invitation letter.
