Yes, you can visit while you go through this process. Put together a file of documents that show your ties to Canada - copy of lease or mortgage, proof of employment, bills you are paying for your residence (phone, internet, hydro, heat, insurance, etc), car loan, pets staying in Canada, etc. - whatever you can come up with to show that you have responsibilities and reasons to return to Canada after your visit. When you cross the border say you are visiting your fiance for xxxx days or until xxxx date and then returning to Canada. You can also include a copy of the I-129f in your file as evidence that you are pursuing the proper immigration process. Most times you won't need your proof of ties to Canada but for those times that you do, they will prove their worth as you might be denied admission without them. It is up to you to convince the border authority that you are indeed only a visitor and not an intending immigrant when you cross the border each time.

Good luck!
