I assume they are not the same number. VJ member "I Quit" is as close to a resident SSA expert as there is on VJ, hopefully he will happen by

Go into SSA office to make sure they have in fact been assigned to you. Be sure to take photo ID, passport or driver's license.

If they cross refer them in the system and then they will always be your numbers. You use whichever one you want, but good idea to always use the same one. Even though you said you didn't check off on the DS-0230, if one was assigned through that process the SSN record (Numident) will have your A#.

Someone else here had this problem and the office deleted their info off the record that was assigned through the DS-230 check off. They also claimed to not have requested it and it was pretty easy to verify their story, since they had K-1 status and K-1s shouldn't be assigned an SSN through the DS-230 process.

Since, with the DS-230 check off no actual application is submitted, SSA can't really say you applied for the number and may caulk it up to a clerical error. If they remove your info from the SSN, the number will not be used again and reassigned to another person.

The only other time I know that a complete record is deleted is when a child is assigned an SSN through the Enumeration At Birth process and the parent(s) say they didn't request at the hospital that the child be assigned an SSN and they have not used the SSN for the child. Same deal here, no actual application is submitted, so SSA can't say they parent(s) applied for the child's SSN.
