If the Republicans or other vested interest say that it will make gas prices cheaper, people will believe them.

Exactly. However, Bush and the Republicans are being clever with making this a public opinion issue instead of engaging the debate on substance (the math and science of it). People feel the pinch at the pumps and they want answers. Bush then feeds them a simple answer that sounds logical - we need to drill for more oil.
