Does package3 have to be mailed out prior interview?

Does anyone know, if completed package3 has to be mailed out to embassy in Kiev before the interview or it can to be brought by fiancée and handled to the interviewer during intervie?

nope, P3 does NOT have to be submitted before the interview...

Each consulate is different... This might be true for a majority of the consulates but is ONLY a process guide and not exactly what happens 100% of the time.... The consulate website "trumps" all for there own procedures.

Also, do you know how they work at Kiev's Embassy? Our interview is scheduled on 9:30 am, and I was told to arrive at 9:00 am. Will it be a long waiting before they will interview or they will do interview on time and by 10 am I will be all set?

They stagger the (groups) of interviews and most likely more than one person has the same time.... I would give yourself 2-3 hrs.

No. We just had our successful interview, you do not have to mail anything. Bring everything with you to the interview. I posted a consulate review if you want to read the details of a recent interview. It was VERY easy and pleasant.
