When Did People Start Being Transferred to the CSC Office?

Timeline

I'm an October filer who was gone for a while out of the country. While I was gone it looked like a lot of people who filed in November and December had their I-130's transferred from the Vermont office to California. Yesterday I found out that my I-130 had been sent to California on 8/22. I am a little upset since it seems that people who filed shortly after I did are being adjudicated before me. I was just wondering what the date was that Vermont started shipping their I-130's over to California.

August 24 2007 - Married in Tokyo

October 11 2007 - Sent I-130

October 12 2007 - Received by Vermont office

January 12 2008 - Check cashed

February 24 2008 - I-130 available online

August 22 2008 - Transferred to California Office

September 24 2008 - I-130 Approved!

October 4 2008 - NVC Received

October 11 2008 - Received DS-3032 / I-864 Bill

October 11 2008 - Pay I-864 Bill

October 16 2008 - Return Completed I-864

October 17 2008 - Return Completed DS-3032

October 23 2008 - Receive IV Bill

October 23 2008 - Pay IV Bill

November 5 2008 - Case Completed at NVC

Don't worry, out of all the people that were transfered, if uscis goes by date I would have been the first one to have been adjudicated, and still I have nothing

I don't understand how the whole process works, I am guessing because my husband is from Morocco and his name is Hassane, there may be issues, other than that I can't imagine why its always delayed

The first batch of transfers was sent on August 6th.
