August I-130 approvals, lets do NVC together.

Does anyone know working hours for case workers at NVC? is it from 8 AM to 5 PM.

I am not talking about the operators but only the case workers.

I tried, like so many others this morning, to NVC and got a busy tone twice, third time I got through and after waiting 10 minutes, spoke to a live rep. who sounded like she had a loooong weekend and an even looooonger morning....I was leaning back in my chair when she asked how she could help me, wondering what reason I would get for her not being able to give me my IIN, I replied "I would like my invoice identification number" and just about fell off my chair :blink: trying to get my pen to a piece of paper when she started reading the number to me...I had her repeat it 3 times and her tone seemed to change each time she repeated it :wacko: lol...I was shocked after I got off the phone, I was expecting to wage phone warfare for the entire day trying to get that #...Just keep calling, someone will eventually give you the number...good luck to all

Thanks nimche, CHD for answers!!! I sent it USPS Express. I have not waived signature, was afraid that it could get lost :-(.

Will try to call tomorrow following your advises, however today I am very upset with that situation...

USPS Express is ok, do not worry, USPS either deliver again on business day, or NVC will pick it up, they do USPS mail runs in any case.

Very relieved to hear this. Last thing I want to stress out over is my lost package.

I'm still waiting for someone to beat my record of over 30 attempts for an IIN :P

That said...you should be able to pay your AOS since it's already been generated...and if they accepted your COA,

you should be good to pay your IV Fee bill as well.

As for all the busy signals...pretty much expected after a long holiday weekend away from family...kinda makes you antzy/angry.

UPDATE :

FINALLY sent off AOS package.

Now just waiting for PCC so we can send in the IV package.

Feels pretty good to be all paid up, and having everything lined up.

Feels kinda crappy that the current delay is OUR fault. :angry:

But thanks to our K-3, we're still HOPING for an October interview.

I think that's the best thing about having a K-3 petition going....you can request an interview date before NVC case complete.

Ah fuk it i'll ask a retarded question, what does generated mean?

Not a retarded question at all.

I've been trying to point people to my post about NVC (even asked the admins to pin it) I think it answers a lot of questions that are taken for granted or not known.

Basically, generated means a point in the process where a request for application, affidavit, or fee is made. So we can exchange generated for requested.

Here's the updated "Ling Ling's Welcome to NVC Instruction Process"

NOTE- many acronyms are used here. Please do not ask what they are, they are available in the Guides and the Wiki.

1. NOA2 - Pettions Approved Notice received.

You find out from USCIS that your "Petition was Approved".

Start gathering the paperwork required for AOS and IV, especially PCC (Police Clearance Certificate),

Birth Certificates and Tax info, as well as any other info needed for I-864.

PCC can take a long time to receive...but they are valid for 1 year.

2. USCIS Sends Package to NVC (could take a couple of days or a couple of weeks).

3. NVC Scans Package.

This marries the USCIS receipt number to your newly generated NVC number which is based on

EEEYYYYOOOSSS

E = 3 digit embassy code (example TKY for Tokyo)

Y = 4 digit code for year (example 2008)

O = 3 digit code for Ordinal date plus 500 (example Aug 28 = 241st ordinal day ADD 500 = 741)

S = Sequence number of the day (if you were the second approval scanned, your code would be 002)

Full Example of NVC case number = TKY2008741002

4. Getting your NVC number.

Once your package has been scanned, it COULD update into the AVR (automated voice response system).

If it is uploaded to the AVR, you will be able to retrieve it with your CISC receipt number.

If is scanned but not in the AVR, an operator can tell you the NVC number.

The AVR is NOT reliable.

5. Case info is manually loaded into system.

Even though you have an NVC number, your case information still needs to be manually input before anything else can happen.

Until such time that documents are fully loaded in, NVC will not generate or accept DS3032 (Choice of Agent) via email or US Postal Mail.

Attempts to send DS3032 via email, may or may not receive an automated response...but the automated response does

not mean it's been accepted. When your case has been manually input, the DS3032 and AOS fee bills will be generated.

Also, when the AOS fee bill is generated, your IIN is created.

Your case could be input immediately or could take weeks. Remember these words "Maybe tomorrow, maybe in 4 to 6 weeks, maybe never, there is no pattern".

6. Send DS3032 to continue processing.

Once all documents are fully loaded in, the AVR message MIGHT change.

Operators will be able to tell you if the DS3032 has been generated.

If the DS3032 has been generated, you can email your COA (See the Wiki for address and format)

Once accepted, you will get an email message...or you can confirm with opeartor.

Attempts to email DS3032 before it's been generated are useless. It's like trying to pay a water bill for a house that hasn't been built yet.

The auto response email just means that they accepted your email. It doesn't mean they can do anything with it.

7. Getting your IIN

You can attempt to get your IIN (invoice identification number) from an operator.

The IIN allows you to pay the AOS and IV bills online.

It is usually NOT EASY to obtain your IIN. Some dedicated souls have taken over 30 attempts to extract this information from an operator.

If they say no, don't waste time begging, arguing, or using logic....just hangup and call again. Eventually, someone will give you the number.

If you are unable to obtain your IIN, you can use "James Shortcuts" (in the Wiki) to create your own AOS bill and send the payment in the mail...

but only after the AOS bill has been generated. Same applies to IV Fee bill.

Time for them to accept your payment will vary.

All other steps are well detailed in both James Shortcuts and Lotto's Fastest Process.

Depends on the country, usually you fill out a form and they may ask for a copy of biometric of your passport.

Fees are variable, some are free and some cost you some.

Beneficiary goes to passport department and police department in his/her country and obtain those documents. Some countries don't have both of them and only provide one of them.

Department of State has more specific instruction base on the country.

Police Records

Currently, to obtain a criminal document from the District Attorney's office concerning pending and final criminal and civil cases, one needs to go to the District Attorney's office in the district of their residence, present an ID and pay the necessary fee.

To obtain a document from the District Court concerning any active court cases, one needs to go to the District Court office in one's district of their residence, present and ID and pay the necessary fee.

To obtain a criminal court certificate from the Office of Judicial Status, one needs to go to the Office of Judicial Status in Tirana from Monday through Friday at 8:00 a.m., present an ID and pay the necessary fee.

Contact your local police department, they will tell you who issues PCC in your country.

For Tokyo, Japan there was a specific location (only open during the the week and during business hours) and they required to see something

that indicated a genuine need for the PCC (copy of NOA2 Approval of Petition satisfied them). Oh, they also required the Family Register...so call the issuing

authority to make sure you have everything they need before you go there.

Also, most PCC will come in a sealed envelope. Break the seal and it's useless. Seal may only be broken by Consular Officer (or some other shmuck in the government).

Japanese PCC comes with an English translation in the envelope.

We were trying to figure out...."they want translations of everything, but the document is sealed, and if we open it to translate then it's no good". :rolleyes:
