I got your email. Yes we went through the Tokyo embassy and it was extremely smooth. As someone else stated the list of items included in the email you received does sound like most of the evidence requested in Packet 3. Packet 3 is the package of instructions and forms that the Tokyo embassy sends to the beneficiary. Standard procedure with the Tokyo embassy is that you only return the DSL-1076 Signature sheet and checklist and you are then given an appointment.

I called the Tokyo embassy twice to get clarification on two things. Yes, it did cost more money than one should have to pay for information, but the peace of mind was worth it. You, as the sponsor, can call the information line at the embassy and check on the issue yourself. I only remember one of the questions I asked when I called. I asked if we were supposed to send all the forms in with the DSL-1076. The woman at the embassy said that we were only supposed to send the DSL-1076 ahead of time and then we were supposed to bring the other documents to the interview. None of the questions I asked pertained specifically to my wife's case so I am not sure if they can access your wife's case and check it when you call. However, if you describe the email you received I am sure they can give you a correct answer. Both times I called, they were very helpful and made it clear what we were supposed to do.

I highly doubt this is some type of fraud. All you need to do is be sure you only send documents (if that turns out to be necessary) to the embassy and then you know that no one else will get the information necessary for identity theft.

The plot thickens...

Today my fiance got a call from the embassy. They want her to send a birth certificate and evidence of a relationship in the mail ASAP. Why??

This does seem a little out of the ordinary but I wouldn't worry about it. Just be sure that you send the documents to the embassy and not somewhere else.

It wouldn't? Why not? (Aside from the fact that your fiance is not applying for an immigrant visa.)

...... They specifically ask for evidence of an ongoing relationship and such, which would not apply for an immigrant visa.

I have a feeling that they have doubts that our case is genuine, and want to check it out first. Still, I thought typically they do all of that at the day of the interview.

Well, evidence of a relationship specifically pertains to a fiance visa, and does not apply to immigrant visa categories, at least, I didn't think so... in any case, that matter is not so important now.
