Hi:

Does anyone out there have experience obtaining police certificates for the DS-230 from Costa Rica and/or France? I understand that in Costa Rica this is referred to as an "hoja de delicuencia" and in France as an "Extraits de Casier Judiciaire". My wife is Venezuelan, lives in Venezuela at present, and is getting a good degree of run-around from both consulates in Caracas. The Costa Rican consulate, for example, has informed her that we either need to go to Costa Rica ourselves and obtain this document or authorize someone there to obtain it for us and then apparently pass the information on to the consulate in Caracas.

Ideas anyone?

We had same problem. US Embassy in Manila was no help to us and told me I had to figure it out on my own. US Embassy in Indonesia whre she lived over 6 months also was no help.

Finally, I thought to contact INDONESIAN Embassy in Manila, and after being transferred a few times, I spoke with the International Police Officer at that embassy. He was a kind and helpful man, and had my wife come in to see him, and he sent our request for police certificate to a friend of his in Jakarta Indonesia, and within about 3 weeks she had the report back, in her hands.

So, try going through the Embassies for those countries within her own country, and maybe you will have success that way.
