Does my mother (beneficiary) need to sign the DS-230 Application for Immigrant Visa and Alien Registration form or I can sign it on her behalf since she appointed me (petitioner) as her agent on the DS-3032.

No, your mother has to sign Part I of the DS-230 herself. The DS-3032 only allows you to receive and handle all correspondence from the NVC, nothing more.

I guess it depends on the country. For example, the heads of the Cuidad Juarez consulate in Mexico stated last November:

Signing the State Department forms. The Form DS-230 Part 1 can be signed by either the IV applicant (I-130 beneficiary), the I-130 petitioner, or the designated agent. The DS-230 Part 2 can only be signed by the IV applicant in front of the consular official on the date of the interview.

So at least in some places, it can be signed by the agent. You might see if you can get in touch with the consulate processing your case to make sure. Could be that they'll let you sign it just like Mexico does.
