Is an Undocumented college graduate student who initially came to the US on a B-2 Visa able to adjust his/her status and get H1-B visa or even just employment authorization?

Only if this person marries a US citizen. It snot possible any other way.

No, :no: B-2 visa is NOT work authorized, and also cannot directly adjust status from a B-2, can only adjust status from visas that have immigrant intent or in a case where a person could file an immigrant petition that would be approved and result in a visa being issued under the un-limited visa class, (AS IN marriage to a US citizen, and filing an I-130 along with I-485)
