Applying for Citizenship (N-400)

Hello again guys and girls,

My mom needs to file for citizenship, but the problem is she's doesn't speak or understand english and she's too old to be taught english at this age. Is there a way she could get a waiver of some sort so she could apply for citizenship without taking the english language and the US history test required for applying for citizenship? Applicants for naturalization must be able to read, write, speak, and understand words in ordinary usage in the English language. Applicants exempt from this requirement are those who on the date of filing:

have been residing in the United States subsequent to a lawful admission for permanent residence for periods totaling 15 years or more and are over 55 years of age;

have been residing in the United States subsequent to a lawful admission for permanent residence for periods totaling 20 years or more and are over 50 years of age; or

have a medically determinable physical or mental impairment, where the impairment affects the applicant’s ability to learn English.

An applicant for naturalization must demonstrate a knowledge and understanding of the fundamentals of the history and of the principles and form of government of the United States. Applicants exempt from this requirement are those who, on the date of filing, have a medically determinable physical or mental impairment, where the impairment affects the applicant’s ability to learn U.S. History and Government

Applicants who have been residing in the U.S. subsequent to a lawful admission for permanent residence for at least 20 years and are over the age of 65 will be afforded special condsideration in satisfying this requirement.

I heard you can get a translater for this kind of case. I know for a fact that my brother in-law mom dealt with this kind of problems. She doesn't speak or read the language, but she managed to take the test with a translater on her side. Don't know if it still work now a day. Hmm, I don't believe that a translator is permitted. At the naturalization interview, the candidate is expected to read and write English as part of the test. In addition, all of the questions are in English, and the interviewer goes through the application form one question at a time, again in English.

I think that mdyoung's exception list is your only option, other than to teach your mother English.
