It would typically done via the Lithuanian Consulate to the US.... they should have an office in Washington DC and might have other locations.

I believe they only have one in NY & Chicago.

It takes 3-6 months to get a new passport from the US.

That shows all the locations in the USA and contact information and even the fees for a passport renewal.

Had to do the same for my wife and daughter's passport renewal for Venezuela, for us was 330 miles away, but wonder about people that could have to travel almost 2,000 miles, had to go in, in person to apply and they like US dollars in cash. The hard part is convincing them why you want one of their passports if you are a permanent resident of the USA, don't know if you will run into that or not. But really got me thinking, why can't a permanent resident get some kind of USA passport? But you can't, have to be a US citizen first.

So a very good reason why to apply for the N-400 ASAP, as a permanent resident, you are here, but not really.

Alaska, California, Connecticut, Delaware, Florida, Georgia, Hawaii, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, North Carolina, Oregon, Pennsylvania, Rhode Island, South Carolina, Vermont, Virginia, Washington, West Virginia

In addition. the Embassy of the Republic of Lithuania in Washington DC provides consular services to persons living in Washington D.C., Maryland, Virginia, West Virginia, Kentucky, Tennessee, North Carolina, South Carolina.

Consular services to persons living in any other states are provided by the Consulate General of the Republic of Lithuania in Chicago.

If she needs it to travel back to Lithuania, find out from their government if she can arrive with an expired passport and renew it once she's there. When I was an LPR my Colombian passport expired and since we don't have a nearby consulate in Denver, I travelled to Colombia with my expired passport and when I arrived they just reminded me that I had to get a new one before leaving the country. That's exactly what I did and that was that.

07/20/11 - Oath ceremony - same day as interview
