USC moved to Colombia 10/2007. Married Colombiana March, 12 2008. Resident Colombia March 18,, 2008. Filed DCF Bogota, April 2008. Turned down. Not resident in Colombia 6 months. Filed I-130 California Service Center, June 16, 2008. Have since moved back to USA for a job. Left wife and kids in Colombia july 1st, 2008. I am still considered a American and now a Colombian Resident. Have a cedula (Colombian ID) through marriage. My question is, If my I-130 is not acted upon by Sept 18th, 2008, CAN I FILE A DCF, even if I am not in Colombia at that time ? Thanks, Elkfarmer

No- you have to be officially/ legally resident of the country to file DCF.

Me: Irish/ Swiss citizen, and now naturalised US citizen. Husband: USC; twin babies born Feb 08 in Ireland and a daughter in Feb 2010 in Arkansas who are all joint Irish/ USC. Did DCF (IR1) in 6 weeks via the Dublin, Ireland embassy and now living in Arkansas.
