The idea being that they gain back some soil by crossing the border at regular intervals and shouting 'boo!'?

It's more likely that they're in bed with the drug cartels operating out of Mexico and provide them with cover when they enter the US.

The incursions we hear about are only the ones that are actually detected.

Not au fait with the mexican drug cartels and links to the mexican goverment but it might make sense if one is assuming that these guys were somehow protecting some drug runners or something.

I think Gaul and its tribes had already settled in what is now France, long before the Germanic tribes settled in what is now Germany. Lets ponder that and think about Charles... even though he is right. Charles is Proto-Germanic in origin, meaning the name didn't exist in Gaul until all those Germanic barbarians got into the game of history.
