Yes, an I-130 is doable if they're married and again it can take about 5+ years.

The OP is not a US citizen, so qualifying for DCF would likely delay their citizenship, then their petition would be rejected anyway.

The best way to speed the process is to become a US Citizen.

The problem is that spouses of LPRs have to wait for a visa number to become available. Congress only allocates a certain number of visas, and there's a huge line of people waiting for them. Spouses of US Citizens aren't subject to this limit, but spouses of LPRs are. The 5+ year timeline sounds about right, but it may depend on the alien spouse's country of origin, and like all immigration timelines, individual cases will vary.

Note that an LPR is generally eligible for US citizenship after having lived in the US for 5 years with LPR status. If he's been an LPR for awhile, he can probably become a citizen faster than getting a spouse here.

Usually, the fastest thing to do is to have the LPR petition for the spouse ASAP, and then also to have the LPR apply for US citizenship as soon as eligible. When the LPR becomes a citizen, the I-130 petition can be upgraded to follow the path of an I-130 filed by a US Citizen, but with the priority date of its original filing. In other words, they'll give it credit for the time it spent waiting in the immigration offices, and they'll act on it pretty quickly.
