whom to address desire to marry after NOA2

we are confused whom to address when petitioner write a letter again (second time) mentioning desire to marry with beneficiary...

we know first time it should be addressed to

United States Department of Homeland Security

U.S. Citizenship and Immigration Services

But not sure whom to address second time ( after receipt of NOA2)

should it be to concerned consulate where beneficiary go for interview or it should be addressed to

United States Department of Homeland Security

U.S. Citizenship and Immigration Services

You're not mailing it, so you don't need any specific address. It's supposed to be given at the interview, so it should be addressed to the Consulate or Embassy.

We didn't even address our first ones I don't think to anyone in particular haha....guess you could always use "Dear Person who holds our Fate in their hands"
