we are confused whom to address when petitioner write a letter again (second time) mentioning desire to marry with beneficiary...

we know first time it should be addressed to

United States Department of Homeland Security

U.S. Citizenship and Immigration Services

But not sure whom to address second time ( after receipt of NOA2)

should it be to concerned consulate where beneficiary go for interview or it should be addressed to

United States Department of Homeland Security

U.S. Citizenship and Immigration Services

again?

To Whom it May Concern is fine.

Don't just open your mouth and prove yourself a fool....put it in writing.

It gets harder the more you know. Because the more you find out, the uglier everything seems.

We didn't even address our first ones I don't think to anyone in particular haha....guess you could always use "Dear Person who holds our Fate in their hands"
