She needs to contact the colleges she's interested in first. If she gets in, she can then start the visa process.

Yep

Contact the Colleges she is interested in attending.

Or look for local sources.

If she needs financial aid, she should try to get a TA or RA position.

She should be exempted from tuition (including non-residence fee) and get paid about $1,000 - 1,500 a month.

The amount, of course, depends on the college though.

TA is Teaching Assistant and RA is Research Assistant.

TAs are employed by a college department or university to assist professors in teaching-related responsibilities.

Their responsibilities include tutoring, holding office hours, grading homework or exams, assisting a professor with a large lecture class by teaching students in recitation, laboratory, or discussion sessions, and sometimes teaching their own classes.

RAs are employed to assist professors in research-related responsibilities.

Their responsibilities depend on the project a professor is working on, but they are basically involved in running of a laboratory and clinical trials.

I know many international students are employed as TAs and RAs because of the benefit they get.

Exemption from non-resident fee on top of regular tuition is a big difference
