If they reside abroad legally, they can apply there --- as long as the consular district accepts Direct Consular Filing. This does not result in a K-3, but in a CR-1 or IR-1 visa.

I dont think USCIS will send anything over sea... It better you follow the guides and she will need to call USCIS and ask them

She has to stay in Egypt for 6 months to aply there in American Embassy. It is true because one of my friends did this. It's been 5 months since she did it, and they are still waiting for his interwie.

She can send the petitions to USCIS service center in the US if she wants, but she has ot have a US address to put on the petitions and for them to mail NOAs (or any possible RFEs) to. If she has a US address to receive mail at, it should be no problem.

If she has been their long enough, she can file directly with the Consulate in Cairo. If not, she may file from Egypt by mailing to a US service center, but must have a US address listed as her residence. This could be a friend or relative's address as long as they approve and will hand forward any needed mail.
