I used agoda.com. They were the cheapest website for booking a hotel in Manila (well at least the hotel I wanted). Then there's the usual question about which hotel near the embassy. My fiancee thought the Best Western La Corona Hotel was good. There were a lot of Fil-Am couples at the hotel so they understand their guests well- quality but at a cheap price.

I didn't have any compliants. Be sure to confirm you have a reservation with Agoda. There was some confusion (maybe on my part) but I didn't want to see my fiancee on the street without reservations. She racked up some additional charges and to the desk to verify they were accurate. I didn't want any unjustified charges tacked on.
