yes to the first, no to the second.

from the guides:

3. Send an original letter affirming your desire to marry your fiance(e) and your continued support of the K-1 Visa. Sign and date the form. This will be similar to the letter you provided with the I-129F, but dated much closer to the interview (it will have most likely been several months since you submitted your I-129F).

sorry dear, di ako nakareply agad sa PM mo but since you posted this, i will just add my reply here ha.

It is not really required, it is not even part of the requirements listed on the packet 4 but sometimes, the consul will ask for it. I brought with me a letter of intent during my interview but it was never asked.

But to be on the safe side, just bring one and if your fiance can have it notarized just do so. There was one vjer who was required to submit a NOTARIZED letter of intent during her interview. We will never know what will run on the consuls mind so just prepare everything you can.
