can documents be notarized locally or does it have to be notarized in the US?

How does one notarize a pay stub? That makes no sense to get it notarized. As Pushbrk stated, a notary public is basically verifying that the person who signed the document (which has to be done in from of the notary) is in fact who they say the are...but them providing identification. If your husband has already sent you the employment letter from his company it is more than likely signed already...and thus too late to get notarized.

A notary can attest to something being a true copy as well, if they've inspected the original but there's usually no actual need for that in the immigration process. I'd also agree with notarizing a letter about why one didn't file taxes but that's not an issue in this or most cases.

actually, it's $10/document. kinda expensive. =(

is it really necessary to have all the letter of employment, bank statement and paystub notarized?

My wife only had the Affidavit of Support or Form I - 134 notarized. All other documents need not to be notarized. She then mailed it to me thru Fedex, where it was also notarized. You also need to secure a copy (from your husband) of the most recent Federal Income Tax Return (ITR), In my wife's case 2007 W-2 Form and ITR Form 1040, photocopy them or let him fax them to you. The CO asked me for these documents in my interview. Bring his employment letters too.
