They basically mean the same thing, sometimes you see both words when people write on the subject: I do tend to see this though, when referring to the beneficiary you would refer to them as being Inadmissible. When referring to the reasons as to why they are inadmissible then one would refer to them as the Exclusionary Grounds.

But the way you have them spelled Inadmissibility Vs Excludability, they mean the same thing as it would seem that you are referring to the waiver (I-601). For any waiver stuff I would suggest also reading the forums on http://immigrate2us.net/ they have an I-601 and specifically an I-601 Mexico forum. There is a lot of good info there along with quite a few people in similar situations.
