Sometime after would be good. There is not specific timing requirement as long as you comply with the terms of the visa and legally marry in the US within 90 days of entry. Technically you can take your time but most would advise filing within 180 days of I-94 expiration.

I guess my question is, Keith has no interest in obtaining a "green card" we just want to live and be together with his ability to work.

Is there some other status he can file to remain and work here ?

A work permit (EAD) is renewable under certain circumstances, but it will be granted more readily if it is sent along with a green card application. The green card takes the place of the EAD.

And do you plan to live together in the U.S.? Or will you be moving back to England?

If you plan to live in the U.S. he NEEDS to apply for residence (green card). Green card= permission to live in the U.S. and work. This really isn't about what "we want" is about what we are REQUIRED to do, he needs to become a resident to be able to live legally and permanently live in the U.S.
