I am applying for my spouse to immigrate to the US. I am a US citizen. On the

I-130 there is a question asking me for my relative's address abroad. Would that be

the address where they reside now or the address where they will reside once they

enter the states???

That should be answered by your current address.

That should be answered by your current address.

He's referring to question #19 on the I-130, so this address is the address where his wife currently lives (abroad). Not the US citizen's address here in the US.
