usually, means multi-generationed (born in Western Europe or UK) of Middle Eastern or Pakistani (UK specific) origin--because these can more easily slip into US under VWP.

The fact that Chertoff IS NOT targetting Canada (which also has substantial Lebanese and Pakistani origin communities, both by naturalisation and multi-generation--these can get into US even more easily than VWP, and can generally simply try again if refused entry--unlike VWP entrants, who must apply for B-2 after even ONE refusal) shows that he indeed is a chopf##k.
