Question: Filipina fiance visa through Japan

My fiance is a Filipino citizen currently working and living in Japan, recently divorced from her Japanese husband. She has a valid visa to work and live in Japan for the whole duration of the K-1 procedure. We are planning to get her K-1 visa through Japan instead of the Philippines. I'm just about ready to submit my petition and I'm a little worried because I read somewhere in this website that it is necessary for your fiance to return to her "Home" country to apply for the K-1 visa.

Can we do it through Japan, or does she have to apply for the K-1 visa in the Philippines?

Indicate Tokyo as your consulate of choice.

YMMV
