Money gift from parents in another country

My parents would be assisting me in purchasing a home soon by providing me a monetary gift. According to the IRS website, I would not need to pay any taxes on it as the beneficiary of the gift.

Since my parents are neither residents nor have earned money in US, would they be subject to the gift tax?

Since it is a small amount (but larger than the $24,000 amount that is not subject to gift tax), I am hoping to avoid needing to consult a CPA on this.

Check with your bank, most offer free financial advice...but at least they'll be able to tell you if there are any taxes or federal requirements to have that amount money transfered into your bank account. How were they planning on getting you the money?
