If I file for a K-1 and do not marry. Then marry in her country.

Do I need to wait 2 years to file for a K-3 visa?

No, you don't need to wait 2 years. You can file for CR1/K3 immediately after marriage.

why would you spent all that money and time to file for a k-1 and not use it and then spent more money and time on filing a k-3? file either or, less expensive and less hassle!!

The answer is no. I am guessing either you want to try living together with the K-1 or maybe introduce her to the US this way before making life long decisions? Bring her on a visitors visa if you can, much cheaper.

Rather silly to do a k-1 then marry then do a k-3
