the dems said after 9/11..a law was passed and signed by bush auth 10000 new border agents and none were hired..so, why 2 yrs to get 6,000 trained..where 3 months for a 18 year old is enough training to send into a war zone

Because Bush signs laws without any intention to execute them unless he wants to. He has virtually eliminated the presidential veto in favor of his executive power....

Why two years to train people??? Probably because that way he doesn't have to hire anyone at all; in two years noone will remember that he promised 6000 people in the same way that noone remembers him signing a law hiring 10000 extra border agents. And then he can blame it on whoever is in power by that time...
