Timeline

we brought my wife's birth certificate to the visa interview at the embassy and they kept it and put it in a sealed envelope to be opened by the immigration officers at our port of entry. it was not returned to us. is this normal?

we now need a birth certificate for AOS. will they (INS) have the birth certificate? or do we have to get another one? my wife cannot re-enter the country to go get another one.

any suggestions?

You will need a birth certificate for AOS, and possibly for AOS interview later anyway. If she can't get it, perhaps a family member can get it & send to her?

Dont worry that's not a problem if she had someone in Nicaragua that can go get her for her at the Mayor's office, is less that 100 cordobas and you can have it in less than a week, while you are there you should try getting a couple more so you can have it for any further AOS.
