Well, the government wants to increase their birth rates so they are lenient towards less restrictions on reproduction. According the the CIA fact book about Japan, their deaths rates is higher than the birth rate. Eventually, this will lead to less people in Japan and will probably be bad for their economy.

I was going to ask that same question. The most obvious of my guess is probably to go with someone that you know. This is very reasonable to avoid any harrassment or being uncomfortable with someone. However, knowing many of the Japanese Anime, I think that it is also possible to not to know someone when having sex.
