On question # 13 where they ask for present address ( for her children) is it ok to just put " Same as fiancee`s"

There is not enough room to put their address in the box.

Also she lives in Pamlona Las Pinas City , Is Pamplona concedered a state or province . Or should I just leave that out " pamplona "

Even when the address was the same, I put the address on the form. When there is not enough room, just hand write it neatly in black ink.

As far as the other, I am sure someone from your country will be able to give you an answer on that.

write the complete address and if it doesnt fit to corresponding box just attach clean sheet of paper that ur able to write/type there neatly.
