I have an uncle with a Green Card and living in the US, can he help me get visa to the USA ??? What kind of visa ??? Can I migrate to the US with his help ???

What nation are you in? Age? Male or Female??

This has nothing to do with whether the OP can apply for a visa or not.

If you want your uncle to send a petition to bring you here based on family ties, then no, he can't do that for you even if he's a US citizen.

If you want a tourist visa, he can send you an invitation letter that you can show at the embassy during your interview but it does not guarrantee that they'll give it to you.

Unfortunately he would not be able to sponsor you.

A permanent resident can only sponsor a spouse and unmarried children.

A USC can only sponsor immediate relatives (spouse, children, siblings and parents).

This is wrong information. Your uncle cannot petition you for an inmigrant visa. He may send you a letter of invitation so you can request a tourist visa and hope that it is approved. But a tourist visa is temporary, not permanent.
