From the airport... I would say abt an hour (better to be a there early than late).. You will not have any problem finding and autorikshaw from the consulate but taxies are rare mainly because they do not allow any vehicles near that area. If you come out of the Consulate to the round-a-bout, you will get an auto easily...

If you are hiring a taxi from the airport to the Consulate, you do have an option of making them wait. Will be expensive though coz they will charge a lot for waiting and you don't know how much time it will take at the Consulate...
