No, the photocopy of the biographic page does not need to be notarized.

Photocopy of Valid Passport Biographic Data Page

Which Applicants

The applicant and each applicant that is traveling together with the applicant must submit a photocopy of the biographic data page from the respective valid passport.

What to send

Submit a photocopy of the biographic data page of the applicant’s and the applicant’s individual family members’ valid passports. This is the page that shows the applicant’s name and date and place of birth.

Note: Do NOT send the applicant’s passport(s) to the NVC, just the photocopy of the biographic data page. link

I've just checked your Phillipines guides and there's nothing mentioning this, it is exactly the same as instrcutions for Brazil, this instructions are the same for every country, biographic data pages don't need to be notarized and never needed, so don't worry about that. If you're still not savea bout it, just call NVC and ask, I'm sure that you'll here that you don't need that, but give them a call to feel safe.

Well, that was not real in my case, I had mine and my husband's birth certificate notarized as requested by NVC. It was also in their website but I do not have the link saved. But if you submit a non notarize one all ready, maybe it's fine.. the consequence is they might request a notarize one in the future and could make the process slower. However, maybe it's a case to case basis.

This is my personal account regarding my case. :star:

Hi blairbitxh, sahaman's inquiry is about whether or not passport biographic data pages need to be notarized, not about birth certificate. Passport biographic data pages don't need to be notarized, while birth certificates do need to be certified by issuing athority.

God bless us all!!! :star:

Oh sorry, I meant passport bio page, I typed it wrong but I had my passport and my husband's bip page notarized too, borth certificate can't be notarized anyway, birth cert needs to be ORIGINAL or certified copy.

My bio page and my husband's bio page are both submitted and NOTARIZED.

Why? It was requested to us by NVC....
