Sure it is. Hire an attorney and have your fiance/fiancee get the name of the individual in which he/she has a problem. Report that person to your attorney :)

Most immigration attorneys at least know an individual who works there. My attorney actually owned a travel agency near the Embassy for about 2 years and has been an immigration attorney for 40 years. No doubt, he knows Americans and Filipinos who work in the embassy :)
