Well... the conflict is still going on.... isn't it? And no substantial gains have been made in the time that the administration tried to implement its "Roadmap to Peace". In fact, with the election of Hamas it could be argued that things are actually worse.

If you want to talk about blame though - its hard to get away from the fact that the administration did have a role in pushing for the '06 parliamentary elections....
