Child <18 required to sign and fill out visa forms?

I can't find any information on this question anywhere. I have applied to bring my two stepsons over from Africa, where they are now. I am a USC and my husband is a LPR (but has been recently approved for Naturalization, just hasn't been sworn in yet) and we live in the States; the boys live in Africa with their mother. We have a NOA of the I-130s from USCIS for both boys, and the process is on it's way to NVC now. However, from my understanding, NVC procedure is to send paperwork and forms to fill out and sign to the boys themselves - they are young, can't read or speak English - how are they supposed to be able to complete and sign this paperwork? Can't we complete the Agent of Choice form for them, on their behalf, and send it in from here in the States?

Also, does anyone know if the sponsor (me, as the USC) would be required to travel all the way over to Africa to that consulate/embassy to do the interview with them and then travel with them, or can they go to/do the interview themselves without me there? We were planning to have my husband (their father) go to Africa once they already had their visas to then travel back with them to the States.
