My husband is deployed overseas, I wonder is there any way for him to get his federal tax returns in this situation?

Wouldn't they be sent to your address? Did he not decide to have his tax returns deposited directly into his account?

If he has somewhere he can print a document, he can fill in this form and get 3 years worth of returns. That's assuming there is somebody who can receive his mail in the US. The document can be mailed or faxed. No charge to ask for this service. Or maybe his mom can fill it out, fake his signature, and fax it in. (Shhh, don't tell anybody I said that.) The forms are sent back very quickly.

Well I wouldn't have suggested it if I hadn't already done it. My husband died and I've signed his name to things. For example, "he" signed a document to transfer his Marriot points to my Continental airlines account for miles. It worked.

Now this is funny... I have friend who says she's signed her husband's name to so many things over the last 30 years that if he ever actually signs something himself it might be suspect. He works long hours and frequently travels, while she keeps up with paperwork and bills. So to get on with things asking for his signature, she just signed and put it in the mail. Job done. She was his relative and he knew she was doing it, so it wasn't as if she was trying to do something without his knowledge.
