Permanent residents, passports and Mexico

Hello everyone. My wife and daughter, both originally from Mexico, received their permanent resident cards several months ago. My mother-in-law is here visiting and we were planning on letting our daughter (who is 10 years old) go back to Mexico with her for several weeks to visit. Our immigration lawyer told us that we *may* need a notarized letter stating that our daughter is allowed to travel with her. Is this normal? Anyone have any experience with a similar situation? Also, my daughter has her permanent resident card but an expired passport. I'm fairly certain they'll allow her into Mexico but will they let her back into the United States without a passport and just her permanent resident card? Thank you all.

Yes a notarized letter granting the grandmother permission to take the kid with her is needed. There are examples posted on some topics here, so do a search. My understanding is that a passport is not required till January 2009 (for travel by road) for Mexico and Canada, but verify this - do a google search. Good Luck
