Bystanders do nothing as 78-year-old lies in road

Have they caught the driver yet?

We need to seriously consider bringing back corporal punishment. Prison and the death penalty clearly do not work. You would be surprised what a few canings can do in terms of transformation.

According to the Internal Revenue Service, the 400 richest American households earned a total of $US138 billion, up from $US105 billion a year earlier. That's an average of $US345 million each, on which they paid a tax rate of just 16.6 per cent.

I hope they find the ###### who ran this person over. I cannot believe this also happened because of some fool crossing double white lines chasing some other car.

The initial shock of witnessing something like that can cause ppl to become paralyzed like a dear in headlights.

In my state I'm a certified trained professional rescuer and I am required by law to responded to a situation until my license expires this September, even if I am not practicing anymore. Many of those bystanders in these videos probably didn't know what to do except call authorities & the police response time seemed adequate.

Twice I've responded to shady situations where someone was passed out sprawled out in the city. One was in the middle of a public parking lot on a weekend and his head was on a curb and he was covered in vomit. Apparently he had passed out drunk there and since it was the weekend no one bothered to see if he was dead or alive until I came along. The other time was even scarier with a transient laying in the middle of the greenbelt. He had fallen off his bike and was stunned. I stayed with him until we made sure he was alright and could go on his way. I've seen far too many things to be phased by a hit and run, but I can understand the stress of witnessing something like this for the first time and not knowing what to do.

Police released chilling surveillance of a hit-and-run accident in hopes of catching the unidientified driver who ran down a 78-year-old pedestrian, paralysing him, and to show the callousness of bystanders who did nothing to help.

The gripping images show the violent May 30 accident in Hartford, Connecticut and bystanders' apparent lack of sympathy. No one rushes to Angel Arce Torres' aid, and no one bothers to stop traffic as Torres lays motionless in the street.

In the images Torres walks in the two-way street at 5.45pm after buying milk at a local grocery. He is struck by a dark Honda that was chasing a tan Toyota. Both cars dart down a side street as Torres crumples to the pavement.

Several cars pass Torres as a few people stare from the footpath. Some approach Torres, but most stay put until a police cruiser responding to an unrelated call arrives.

Police suggested the video shows a city that has lost its moral compass.

"At the end of the day we've got to look at ourselves and understand that our moral values have now changed." Police Chief Daryl Roberts said. "We have no regard for each other."

Torres is paralysed and remains in critical condition in Hartford Hospital.

What the #### is wrong with this generation? This post 60's 'each to their own' attitude has seriously ###### up many parts of this country. Where one now has absolutely no remorse or care for another person.

This was on the local news the other night. I was trying to find the video they played to post but it wasn't up. Really sad :(

people don't want to get involved due to fear of lawsuits (doing the wrong thing).

Which is sad! As a nurse I always have mixed feelings the times I've stopped at accident scenes before EMT arrives. If you help someone and something goes wrong, you get sued, if you don't help, you get sued. The whole "sue happy" mentality sucks!

"This moved too quickly," said Calixto Torres, the city council president. "People were putting information out too quickly."

City officials, including Roberts, did concede, however, that four people called emergency dispatchers within a minute of the accident, and that Torres received medical attention shortly thereafter.

That's not what they said on the news. They said the police said no one called 911.
