Employment authorization question..

I just checked the USCIS Website processing times under the local office section. (Our local office will be In Louisville Kentucky.) The processing times for Application for employment authorization says December 25 2006. Does this mean that they are just now processing apps from December? I this is so, then I'm guessing that we may not get the ead at all? We will have to wait on the green card?

I also noticed the california service center says that the employment authorizaton time frame is February 15 2008. Why is it that some eads are processed through california service center and others are processed through local offices?

Local offices do not process EAD's anymore... all is done at NBC.
