I have been reading of this a few times, they want to interview the petitioner before they will approve the I-130, probably something turned up during name checks.

As for the $500, that is the lawyer asking for a fee to perhaps represent you or be with you at the interview.

Is now a US Citizen immigration completed Jan 12, 2012.
