I work at a bank, so I may have a few suggestions. First, Do you have someone in the US that you can wire money to and they can buy the money order for you? Like a parent, sibling or a friend. That could be one option. You could also find the US consulate in Inia and ask them if they sell money orders or cashiers checks in US funds. Or you could go to a money exchange place. They buy and sell foriegn money, they could sell the money orders too. Those are a few of the options you have.

When I was in Mumbai a few years back I saw ABN AMRO branch, they might sell them there. Also, Citibank might as well.

I like Nicole's advice, might be better to have someone in the US buy one as that could help with the wait time needed for the check to clear. I know when I take Certified Checks (aka Cashier's Check) overseas, the banks there hold the check for 45 days to ensure that it clears before releasing the funds.
