japan to usa (K1 question)

this is not about me. i have a filipino friend (a girl) and her boyfriend is also my friend which is american citizen. he is in military service and is in hawaii right now. they only have known for about a year. they are confuse if he should petition her as fiance. how long do you think is the wait? well it depends on the country right. this girl is in japan although she is a filipino, she is a legal resident in japan. so i dont if that makes sense or something. and then they also have another option of just inviting her over in the US as tourist and then marry here. can you give me some ideas? and if you have a link to the "wait time" for fiance in japan that'd be a great help thanks.

Unless she has strong proof she will not go TNT when she comes to the US her chances of getting a tourist visas are slim.

Fiance can petition her from Hawaii and she'd have her K1 at the US embassy Japan.

Takes about 6 months + at this time.

K1 denied, K3/K4, CR-1/CR-2, AOS, ROC, Adoption, US citizenship and dual citizenship

July 21 Interview in Bogota ** Approved ** Very Easy!

Oct 19 Mailed AOS Packet to Chicago

Feb 17 AOS interview in Denver. Biometrics also done today! (Interviewing officer ordered them.)

Apr 25 Green card received

2008

Removal of conditions

March 17 Refiled using new I-751 form

April 16 Biometrics done

July 10 Green card production ordered

2009

Citizenship

Jan 20 filed N400

Feb 04 NOA date

Feb 24 Biometrics

May 5 Interview - Centennial (Denver, Colorado) Passed

June 10 Oath Ceremony - Teikyo Loretto Heights, Denver, Colorado

July 7 Received Passport in 3 weeks

Shredded all immigration papers Have scanned images
