an unusual dilemma

Hi guys. Just wanted to share my dilemma and I'm wondering if anyone else in the Philippines is going through the same thing...

I'm having a hard time filing for a passport because I need two government issued photo IDs or at least one plus supporting documents (ie. transcript of records, NBI clearance, etc.). I'm graduated from college last March 2007 so my expired school ID isn't acceptable according to the guy i talked to from the DFA. I resigned from my job so I had to surrender my company ID so i can't present that either and I am currently self-employed. They don't accept postal IDs so I guess getting one is out of the question. I have a student's permit to drive (which is a flimsy piece of paper.. I don't even know how to drive, I only got it so I'd have at least ONE id), NBI clearance and transcript of records from college.But the DFA guy said a student's permit to drive is not a valid ID since it's not digitized. So I applied for an Social Security System ID last March so I'd have at least one digitized government-issued photo ID. It's supposed to take a month to deliver. I've been waiting for over two months so I called up the SSS only to find out that they've stopped issuing IDs since August 2007 because their machine is broken and they're not really sure when they'd be able to fix it!? (weird cus i just read on the internet that the president bestowed 750M this year to the GSIS and SSS ID system...). This is crazy. So now I don't even have ONE government issued photo ID. I'm not a registered voter and it's not even registration period yet so that's out of the question too. So I guess the only option for me now is to learn how to drive so I can have a digitized license. Driving lessons are expensive. =( Do you guys know of any other IDs I can apply for? Thanks!

I don't know what state you live in, but here in Minnesota if you don't have a driver's license, you can get a state-issued photo ID card. You can get them from the Department of Motor Vehicles and some county offices. I'd check into that if I were you.

I live in the Philippines. Government-issued IDs include the following: non-professional driver's license (I don't know how to drive), Social Security System ID (which they stopped issuing since August of last year cus their machine broke down), Voter's ID (I'm not registered to vote), Professional Regulations Commission ID (I'm not a member of PRC so I'm not qualified to get one), GSIS ID (I'm not a government employee so I'm not qualified to get one either) and Postal ID (which isn't accepted by the DFA for passport applications). sigh. =( I think the only option left for me is to learn how to drive (I'm scared of reckless drivers and as one writer aptly points out, here in the Philippines, traffic rules are mere suggestions. heheh)
